Modern Blizzard are always picking the latter, and it's because of shareholders and dividends. The issue with Activision Blizzard is that they have the option to make an amazing game and make for example 5 billion, or make a good game but lessen the experience for accessibility and put in features which cheapen the game but make them an extra 2 billion on top.
